This guidance will assist schools, governing bodies, local authorities, diocesan authorities, head teachers, teachers and trade unions in the use of capability procedures with teaching staff.

We are committed to providing a first class education for the children and young people of Wales. The professionalism of all the staff who work in our schools is fundamental to the achievement of this goal.

It is therefore important that all teachers possess the appropriate skills, knowledge, competence and aptitude to undertake their roles effectively.

In some circumstances, individual teachers will experience difficulties for a range of reasons and may not perform their job effectively. This guidance sets out a fair, constructive and consistent approach to using capability procedures for teachers in Wales.

Headteachers and support staff are subject to separate capability procedures.
