A noise action plan for Wales 2013-18

This action plan explains how noise is managed in Wales and by whom. It provides evidence to support noise policy and examples of positive initiatives.

This noise action plan does not impose any new regulatory burdens or announce any new government spending.

It covers, in detail, issues from this technical subject.

Large urban areas

The Environmental Noise Directive says that noise action plans should be drawn up for built-up areas with over 100,000 people living in them.

There are 3 such areas in Wales:

  • Cardiff and Penarth
  • Newport
  • Swansea and Neath Port Talbot.

The last 3 chapters of the plan are devoted to these three large urban areas. These chapters are correct at the time of writing but are subject to change as local policies evolve.

The rest of Wales

People in smaller cities, towns and villages also need protection from unacceptable levels of noise and access to tranquil green space. This noise action plan has been written for everyone.

The local authorities that do not cover the large urban areas above will have their own policies, priorities and services. You can find out more about them by contacting your local council or by visiting its website.
