The Collections Blueprint, published in 2011, is our policy document describing our recommended service for the collection of waste from households.

Its objective is to provide a system that, if adopted across the whole of Wales, would result in:

  • increased rates of high quality recycling,
  • significant cost savings,
  • improved sustainable development outcomes.

It supports ‘Towards Zero Waste’, the overarching waste strategy for Wales by detailing outcomes, policies and delivery actions for this sector. It also ties into the sustainable development outcomes identified in the Sustainable Development Scheme ‘One Wales, One Planet’ and helps deliver our commitments and targets set under relevant EU law.

The National Assembly for Wales, Environment and Sustainability Committee published the results of its Inquiry into recycling in Wales in December 2014.  This Inquiry recommended that the Welsh Government commissioned an independent review of the Collections Blueprint and the evidence it is based upon.
