Implementing the Principles of Good Regulation: a review of local authorities’ activities in Wales

The Local Better Regulation Office (LBRO) reviewed the 22 local authorities in Wales to confirm that they are working to the principles of good regulations before we can confer civil sanctions powers on county and county borough councils in Wales.

This report sets out the evidence that was considered and analysed under each theme. It also includes the conclusions and recommendations based on the analysis.

The LBRO found good evidence that the local authorities in Wales are working to the principles of good regulation. This, along with the guidance that will given on the introduction of the Single Use Carrier Bag Charge (Wales) Regulation 2010, gives us the assurance that local authority regulatory services will use the new civil powers following these principles.
