This Regulatory Impact Assessment sets out the costs and benefits of the 4 policy options for introducing a single use carrier bag charge.


In June 2010, we consulted on introducing a charge on single use carrier bags. As part of this consultation, we asked for views on the single use carrier bags Regulatory Impact Assessment (RIA) document.

Policy options

The options were:

  • option 1: no intervention (‘do nothing’)
  • option 2: introduce a charge on single use plastic/paper bags
  • option 3: introduce a ban on single use plastic/paper bags
  • option 4: extend the existing voluntary agreement to encompass more retailers.
