On Wednesday 3rd October 2018 we had the pleasure of publishing our final report and presenting it to the Cabinet Secretary for Local Government and Public Services.

The publication of our report marks the culmination of a rewarding and challenging year.

We cannot say thank you enough to everyone who has shared their views and supported us since October last year. Over the last year, we feel we have delivered a truly evidence based review, with over a thousand points of contact with stakeholders including over 800 responses to our dedicated surveys, with over 100 from young people.

Our findings and recommendations have been shaped by these views and, in some cases, may seem radical when taken individually but we feel together they offer the best way forward. Our emphasis has been on how we can encourage and enable change from within, rather than prescribing and imposing. We know that whilst we can learn from the past and only deal with the present, we have a role to prepare Community and Town Councils for the future. We believe that our findings and recommendations should be taken as a package – all needing to happen alongside each other to have the intended outcome

Without the help and support we received over the last year, we believe we would not have been able to come to the evidence based conclusions that we have.
