Planning applications are usually decided by local planning authorities. They are either approved or refused on whether they are in line with policies in the development plan and other issues that are relevant to planning (called 'material considerations').

Circulars which affect land use planning may be material to decisions on individual planning applications. They will be considered by the Welsh Ministers and Planning Inspectors in the determination of called-in planning applications and appeals.

Circulars issued by the Welsh Office and National Assembly for Wales may still be in force and contain material considerations.
