This guidance highlights best practice in undertaking pre-application engagement.

Section 17 of the Planning Wales Act 2015, supplemented by The Town and Country Planning (Development Management Procedure) (Wales) (Amendment) Order 2016, brought into effect the requirement to carry out pre-application consultation on planning applications for major developments in Wales.

Pre-application engagement can occur in many formats and the legislative requirements set out the minimum that needs to be undertaken for major development. This document has been prepared for use by developers.

The guidance:

  • provides advice and detail for carrying out consultation on major development schemes
  • aims to ensure that the relevant legal and procedural requirements are met
  • identifies how developers can benefit from carrying out consultation that goes beyond the statutory requirements, and adopt a best practice approach.
